I have seen Overhead Radiant Heating systems. What I don't understand is, Heat rises.. A radiant system is just that, RADIANT... No blower no fan. Wasted heat! Put in a couple of the Reznor Gas heaters in. Heats the area a lot better than overhead radiant heat! Oh wait, Lisbon would rather WASTE the money now so they can complain later that the garage isn't warm enough. Sorry, I forgot the mentality on council!
