POLICE

County Sheriff

— Deputies responded to a state Route 170, Middleton Township, home where an alarm was sounding at 3:42 p.m. Thursday. Douglass P. Brayshaw, the homeowner, was in the driveway working on this tractor trailer. Brayshaw told deputies he just got in and was repairing a burned out dashlight. He had entered the garage and forgot about the alarm.

— Deputies were asked to check on Thomas Cadzow, Adams Road, Lisbon, at 9:40 a.m. Friday. Michael Miller was at the home and said he took Cadzow to the Salem Regional Medical Center two nights earlier.

Highway Patrol

–Ryan C. Talbott, 26, Wellsville, was cited for failure to control after he went off the road, overturned and struck a utility pole while driving a Dodge Dart on state Route 39 in Yellow Creek Township at 11:18 p.m. Saturday. He was uninjured.

–An unknown vehicle struck a utility pole while traveling on Augusta Road in West Township at 12:33 a.m. Sunday. A trooper followed the vehicle debris for two miles into Carroll County until the trail ended. The debris appeared to be from a Ford.

Lisbon

–Police performed a welfare check at an apartment on East Lincoln Way at 11:37 p.m. Thursday. The woman was found to be fine and was told she should call her mother. The woman said her mother has her phone but she has been using a neighbor’s phone to keep in contact.

–The windows were found broken out Saturday at the county fairgrounds in the souvenir building next to the grandstands. The OSU Extension office at the fairgrounds was found broken into Monday morning, with the person entering via an unlocked window. Once inside they took a fire extinguisher and sprayed it about, but it did not appear that anything was stolen.

– While on patrol at 1:23 a.m. Sunday, police stopped a pickup driven by Aaron R. Cunningham on East Lincoln Way for not having plate lights. Police immediately detected the strong odor of marijuana coming from inside the truck, and Cunningham said he had some in his jacket pocket. Police confiscated a baggie of marijuana and a pre-rolled marijuana blunt as well. Cunningham, 20, of Salineville, was cited for marijuana possession and having unlighted license plates.

–While on patrol at 7 p.m. Sunday police stopped Joshua J. Hoover for driving with a loud exhaust on Grant Street. Hoover gave the officer permission to search his car and he found a plastic case containing a glass marijuana pipe, a pack of rolling papers and a container with marijuana. Hoover, 33, of Lisbon, was cited for driving with a loud exhaust and possessing marijuana and marijuana paraphernalia.

East Liverpool

— Officers were called to East Liverpool City Hospital Saturday afternoon for a report of possible child abuse, where hospital staff said Cierra L. Whaley, 27, Lincoln Avenue, was having her 7-year-old child seen and he was asking to use the bathroom. She reportedly pointed to the bathroom and he started crying, but witnesses reported Whaley told him he was 8 years old and she “wasn’t going to clean up his (feces).” The child began crying more, and a nurse told Whaley her actions were uncalled for, after which Whaley reportedly walked down the hallway, screaming at the child. Before reaching the bathroom, she reportedly slapped the child in the back of the head, causing him to fall to the floor with a loud thud, then called him “stupid,” saying he was the reason Child Protective Services were called on her. Multiple people witnessed the alleged actions, and witnesses also reported the child told them he had arrived at the hospital with the dried feces on his legs and body and that he was afraid his mother was going to be taken to jail. An officer told Whaley she was being arrested, and she took off running down the hallway but the officer apprehended her and she was placed in handcuffs, charged with domestic violence and taken to the county jail.

— Acting on a tip about heavy foot traffic near Bradshaw and Minerva Street, officers reported seeing a group of people walking, with Kevin A. Salsberry, 23, West Fifth Street, having a hard time walking. He was charged with public intoxication after admitting to taking Xanax not prescribed to him. He was released to a sober relative.

Columbiana

— Steven Walker, 38, was arrested at 7:56 p.m. Sunday on West Salem Street for failing to appear for a court appearance in regards to a 2017 making false alarms case. Walker was picked up by the county sheriff’s office and taken to the county jail.

— K-9 Csuti assisted the East Palestine Police Department at 8:40 p.m. Saturday for a vehicle sniff during an investigation on Meadow Lane.

Liverpool Township

— Dispatched Sunday night to 1855 Campground Road, officers spoke with Sandra Wilson, Hookstown, Pa., who said her husband, Mitchell E. Wilson, 70, Hookstown, was intoxicated and refused to go home but was trying to drive his truck. She said he was asleep in the truck when officers arrived, but he was not found in the vehicle or on the property and, concerned that he was walking in the 20-degree temperatures, officers launched a search in the woods and along the roadway. After about 90 minutes and calling out additional personnel, officers were able to “ping” Wilson’s phone, showing he was in the woods. About two hours later, he spoke to his wife on the phone, saying he would come out of hiding if she wouldn’t involve the police and take him home. A second ping of his phone located Wilson on Oak Grove Road where officers found him walking. He reportedly became uncooperative and combative, refusing to obey orders until he was taken to the ground to be handcuffed. Wilson had a red substance on his clothing, so an ambulance was called to transport him to the hospital for evaluation.

— Officers responded to the Time Out Bar on Dresden Avenue Saturday night where Melissa Hayes and Michael Tompson reported Jordan T. Bess, 32, Maple Avenue, Wellsville, had pulled into the parking lot and struck their vehicle with the door of his vehicle. When they asked for his insurance information, Bess reportedly kept arguing with them, telling them to call police. While officers were there, Bess reportedly kept trying to pick a fight with Hayes, saying she was making faces at him, according to reports. Officers reported detecting the odor of alcohol coming from Bess and tested him, resulting in a .162 level. He was charged with OVI.

St. Clair Township

— Officers were notified that Tiffany D. Herron, 34, Bloomfield Road, was staying at a Moore Avenue residence and that she had outstanding felony warrants. They arrived at the residence, where home owner William Reed said Herron was in the bathroom. He consented to a search, and K-9 Noras reportedly alerted on a purse, where a makeup bag from inside contained several syringes, a burnt spoon, scissors, cotton balls and a push rod, according to reports. A clear bag of a white powdery substance was also reportedly found inside the purse. Noras also alerted on a dresser drawer in Reed’s bedroom, where a crack pipe was reportedly found. Reed was charged with possession of drug paraphernalia, while Herron was taken into custody on the outstanding warrants and also charged with possession of drug abuse instruments and possession of drug paraphernalia.

Salineville

— Daniel Duncan was cited with driving under suspension and failure to display operator license or valid identification after police reportedly saw him driving in the area of East Main and Church Streets on Thursday.

— Police attempted to stop the driver of a 2002 Gray Mitsubishi Lancer in the 700 block of Salineville Road West at 6:42 p.m. Saturday, but the vehicle fled at a high rate of speed. Police caught up with Austin Christopher Ford at his place of employment and he admitted to fleeing. He was cited with failure to comply with the order of signal of a police officer, speeding, driving with an expired plate, driving without a valid license and operating in willful or wanton disregard for public safety of persons or property.

— Police responded to Dollar General on Thursday where Marcia Elizabeth Hutton admitted to backing into a parked car.

— Police responded to a Washington Street apartment where a woman had fallen. She was assisted to her feet and was uninjured.

— After receiving numerous calls on Nov. 28 about oversized loads coming up from White Culvert/Foundry Hill Road, police stopped the first vehicle, who denied causing any damages to the bridge or roadway. Police stopped the other vehicle also and found turf damage caused by the first vehicle in the White Culvert area. The Washington Township trustees were notified and photos were taken.

— Police responded to the laundromat on Washington Street on Nov. 24 where a woman had fallen and was sitting on the floor unable to get up. Police helped her onto her feet. She was uninjured.

— A resident on West Street reported he returned home to find fresh footprints in the snow on Nov. 27. It appeared the footprints belonged to someone going through the yard and near several vehicles. Police warned one person not to go near that home again.

— Police learned Rick Willis Jr., who had a warrant, was staying at a Lincoln Street extension location. Willis was taken to the county jail.

— A domestic dispute was reported at a Salineville Road West home on Nov. 29. Police spoke with Meghan McElroy and Jonathan White, who both said it was all a verbal argument. Police saw no signs of physical injuries and McElroy decided to leave for the night.
