County Sheriff

— Rusty Ray Altman, Cream Ridge Road, Lisbon, was reportedly found to have brought contraband, a black flashlight, into the jail when he was arrested on Thursday.

— Thomas J. Echols, Cannons Mill Road, Madison Township, reported at 10:06 a.m. Tuesday when he returned home that morning he had found someone had dumped trash along his property on the corner. The trash appeared to be old blankets, sleeping bags and old gas cans.

— Deputies went to a residence on Dutchtown School Road in Elkrun Township at 12:33 p.m. Monday to check on a kindergarten student, who has only been to Beaver Local five times this school year. Dispatchers reached the father, who said they are now living in Struthers and attempting to get the child into the Lowellville school district.

— On Oct. 17, a license plate was reported stolen belonging to a Heck Road, Unity Township resident. He was not going to be available until Saturday to fill out the report.

— A Leetonia Road resident reported at 10:25 a.m. Oct. 16, a company doing work at her home went bankrupt and she had already paid them the money. Deputies told her to speak with an attorney.

— A vehicle was reported in the ditch along County Airport Road at 7:50 p.m. Sunday. No vehicle was located.

— Jeffrey Bennett, state Route 45, Wellsville, reported he learned someone attempted to charge $108 from HomeDepot.com on Oct. 18, to his credit union Visa card. Bennett did not order anything from there and filed a report with his credit union. They also attempted to contact Home Depot’s legal department, but had no success getting the order stopped prior to shipping.

— Alfred Karaffa, Sprucevale Road, Rogers, reported at 10:27 a.m. Monday, he needs a new roof on his house and his cousin loaned him money to have the work done. On Sept. 26, his cousin gave the contractor, George Michael Landsberger, $4,000 to buy supplies and start the work. The supplier were delivered, but little work has happened. On Oct. 12, Landsberger talked to the cousin and got the remaining $1,000. They have not heard from his since. Deputies suggested filing a small claim in Municipal Court.

— Deputies were called at 7:33 p.m. Monday to an 18th Street Heights location in Yellow Creek Township regarding an elderly man committing suicide with a firearm.

— Deputies were notified of an overdose victim with internal injuries stemming from a possible sexual assault, which allegedly happened on Osbourne Road in Madison Township. The woman was at East Liverpool City Hospital at 8:55 p.m. Monday. She declined to be examined by medical staff per sexual assault protocols or allow deputies to conduct an investigation into the assault. She signed a refusal to prosecute form stating she was never assaulted.

— Deputies were called to Elmwood Drive, Center Township, where an elderly woman was possibly confused and suffering from dementia at 5:48 p.m. Monday. She was attempting to find her lost dog. Before deputies arrived, she left in a vehicle.

Highway Patrol

— Christopher J. West, 30, South County Road, Washingtonville, was westbound on state Route 558 in Fairfield Township at 7:30 p.m. Monday and hit a deer.

— Randy Milo Faith, 54, state Route 46, New Waterford, and Nicole N. White, 29, Jimtown Road, East Palestine, were westbound on state Route 558 in Fairfield Township at 4:44 p.m. Saturday and White stopped at the state Route 7 intersection and was struck from behind by Faith. Faith was cited for assured clear distance.

Lisbon

— Police were called to the Eagles Christian preschool on West Lincoln Avenue at 2:11 a.m. Tuesday for a burglary alarm. There were no problems.

— Police responded to a report of a vehicle crash on state Route 154. It was found that Carol Brown of Lisbon was eastbound on state Route 154 and hit a deer.

— Police responded to a report of a vehicle crash on state Route 164 at state Route 517 at 9:43 a.m. Monday. It was found that Shannon Duris of Girard and Amy Virden of Columbiana were southbound on state Route 164 and turning west onto Lee Avenue when Virden stopped at the stop sign and was struck from behind by Duris.

— Police were called to a report of a vehicle crash at the Home Savings at 1 p.m. Monday. Police found that Phillip Collins of Lisbon was exiting the bank and struck Stephanie Murphy of Lisbon, who was south on South Beaver Street.

Columbiana

— Police received two calls around 9:13 p.m. Monday about a man walking on South Main Street near Columbiana Buick Cadillac Chevrolet dealership. Police found Charles McQuillan, 59, too intoxicated to stand up after falling over the railing at the dealership and issued him a summons to Mayor’s Court for disorderly conduct. He was taken to his brother’s home on West Woodland Avenue after being served.

— A repair man requested police conduct a welfare check on a Union Street resident at 11:40 a.m. Monday who was living without heat and in deplorable conditions. The repair man was unable to enter the home.

East Liverpool

— At 3:38 a.m. Sunday, officers responded to 167 Thompson Avenue regarding a male having been assaulted, where they found Charles R. Lewis, 36, bleeding from the head and swelling to his face. Lewis was having difficulty breathing and could barely speak, according to reports. When asked who did this to him, Lewis gave officers the name of a man, saying it took place at the man’s house on Thompson Avenue. Lewis was transported to East Liverpool City Hospital and then to St. Elizabeth Trauma Center in Boardman for additional treatment. According to reports, his injuries included trauma to the head, a broken rib, punctured lung and broken nose. Charges are pending, according to detectives.

— Advised of an intoxicated male near the church at Walnut and Minerva streets, officers reported finding Jeremy Pruden, 37, Grant Street, Newell, W.Va., in the bushes. He told officers he was looking for a gun, but after taking him into custody, a search turned up no gun. Pruden was charged with intoxication.

— While backing a 2018 Ford van owned by the Community Action Agency, Lisbon, Nancy S. Merriman, 59, Saint George Street, told officers she was trying to keep from striking a parked car and opened her door to get a better look at a house number, then left without realizing she had struck the vehicle. The owner of the parked 2006 Chevy Malibu, Kris Buck, Vine Street, told officers her neighbor’s surveillance video showed Merriman striking her vehicle head-on, which stopped the van, then sitting there looking around before backing up and leaving the area. No injuries or citations were reported.

Liverpool Township

— Jeff Russell, Stagecoach Road, reported cornfields damaged by someone who trespassed on the property.

— Elizabeth Walker, Stagecoach Road, reported her vehicle spray-painted along the rear bumper, hatch and tail light. She told officers she didn’t know where the damage occurred but said she had worked at Fawcett Apartments as housing manager and potentially made a lot of enemies.

— Called to remove an unwanted female from a property on Campground Road, an officer spoke with Delores Boyd, who wanted her son’s girlfriend removed because she had mental health problems and could not be controlled. When told she had to leave, the woman reportedly broke down crying and screaming for her boyfriend. The officer transported the woman to the hospital, saying that, en route, she became more frantic, screaming louder and was reminded she was going to the hospital, not jail. She was to be evaluated at the hospital for possible mental illness, according to reports.

— Samantha Jo Ward, Homestead Avenue, reported Oct. 23 a 24-inch, 18k gold chain valued at $5,311 was stolen from her home in May, telling officers she had allowed her cousin and his girlfriend to stay a few weeks and they had gone to the house to gather their belongings one day when she was not home. Ward said she believes it was then they took her necklace. She had reported it missing at the time but never followed through, saying she figured her cousin dealt the necklace to a dealer for narcotics. She recently ran into her cousin who she said admitted stealing the necklace, saying he took it to “Cash for Gold” and received a $700 loan. An investigation is pending.

St. Clair Township

— Officers responded to the parking lot of Walmart for an on-going domestic dispute, where they reported finding Chad A. Barber, 43, and his wife, Theresa L. Barber, 37, both of Ravine Street, East Liverpool, walking into the store with their 7-year-old son. They told officers they got into an argument over their son not listening and not wanting to get into the car and it turned into a fight. Mrs. Barber accused her husband of striking her in the face, saying she put up her hands in self defense, striking him. Mr. Barber told officers he put his hands up in self defense, saying he would never hit a woman. Since both claimed physical harm, both were charged with domestic violence and transported to the county jail. Children’s Services was called for their son.

— An officer initiated a traffic stop after finding the driver’s license was expired. Driver, Benjamin D. Powell, 26, Oak Street, East Liverpool, denied having anything illegal in the vehicle, but K-9 Officer Axel was deployed and reportedly alerted on the vehicle. A search of the car reportedly turned up a syringe in the center console, which neither Powell nor his female passenger, Natosha A. Miller, 25, McDonald Street, claimed as theirs, although officers reported Miller admitted being a heroin user. Powell was advised since he had control of the vehicle, he would be charged with possession of drug abuse instruments, as well as with having an expired license.
