East Liverpool

— While on patrol Friday night, an officer conducted a traffic stop on West Ninth Street for a vehicle with a loud exhaust, dragging on the ground and causing sparks. He reported smelling a strong odor of marijuana coming from inside the vehicle, which was driven by Alexis N. Lindsey, 25, Youngstown, who denied having anything illegal inside. She advised the officer she had no valid driver’s license and was asked to step out of the vehicle for a search for weapons or contraband. The officer asked Lindsey to pull her shirt and bra away from her body, and reported that, when she did, a white paper fold containing suspected heroin fell to the ground. During a subsequent inventory of the vehicle, officers reported finding a burnt spoon on the rear passenger floor. Lindsey was charged with possession of drug paraphernalia and driving under suspension, and First Class Towing impounded the vehicle.

— An officer on patrol Friday night reported seeing a hand-to-hand exchange between two men in the side parking lot of Auto Zone, with a man walking to another car identified as Joshua L. Rudder, 27, Birch Road, East Liverpool. The officer reported Rudder handed something to the occupant of the other car then jumped back into his vehicle and began shoving something down. He was ordered out of the vehicle at gunpoint and the officer also ordered the occupant from the other vehicle. The officer reported detecting an overwhelming odor of raw marijuana as the two men stood outside their vehicles. Other officers retrieved two large baggies of marijuana from the vehicle in the area where Rudder was reportedly seen stuffing something. A digital scale with powder residue on it was also reportedly found in the vehicle. A 6-year-old boy was discovered in the back seat of Rudder’s vehicle, with officers reporting the child was “visibly scared.” Children’s Services was notified by the dispatcher about the child, who was transported to the police department where a family member picked him up. Rudder was charged with possession of marijuana, possession of drug paraphernalia and child endangerment. No charges were reported against the other person.

— Officers reported they had a drive-up complaint by Thomas E. Pease, no address listed, who was concerned for a female’s well-being due to his belief she may be involved in drug activity. Officers tried to make contact with the woman at the residence Pease indicated, to no avail.

St. Clair Township

— Kenneth L. Barnes, no address listed, reported Keil Street resident Rob Porter was shooting. Officers told Porter he needed a proper backstop. Porter reportedly smelled of alcohol, and told officers he drank some beers after shooting. He was told if he was caught drinking while shooting, he would be charged.

— Jacob S. Baker, 66, no address listed, reported a fraud incident, which was referred to police by the law director. It is under investigation.

— Employees of Marathon Gas on Y&O Road reported theft by an employee, with no other details reported.

— While eastbound on Calcutta-Smith Ferry Road Friday, Michael E. Robb, 56, Opal Drive, Wellsville had the green light at the intersection of Parkway when Joyce E. Gamble, 82, Carroll Road, East Liverpool, turned left while westbound on Calcutta-Smith Ferry Road onto Parkway, causing Robb’s vehicle to strike hers. Both were taken to East Liverpool City Hospital, with Lifeteam ambulance responding. No charges were reported.

Salem

— A complainant from the 500 block of Continental Drive was on station at 5:38 p.m. Friday regarding a problem with the apartment manager who gave her an eviction notice on March 7 and it was kicked out of court for various reasons. The complainant received a letter stating her apartment would be rented out on May 1. She was advised it was a civil matter but the manager had to follow the proper procedure.

— At 1:55 p.m. Saturday, police responded to the 700 block of South Lundy Avenue where the complainant advised of being assaulted by two known men who were gone when police arrived. The complainant had visible injury to his head and face. He advised he was upstairs when a man related to the homeowner came in with seven or eight others. Two of them starting punching and kicking the complainant. Three juveniles confirmed this. When the complainant said he was calling the police one man pulled a knife and told him to go ahead and left. The complainant was transported to the hospital and advised to respond to the police department if he wished to pursue charges.

— At 1:50 a.m. Saturday, police responded to the 1000 block of East Fourth Street for a person to be removed who was intoxicated and allegedly threatened to harm himself. Police spoke to three witnesses about the threats. There had been an altercation and the man sustained a bloody nose. He had been drinking and taking prescription drugs and was transported to the hospital.

— At 12:07 p.m. Saturday, police responded to the 200 block of East Fourth Street for an unattended fire. It was extinguished and a warning was issued to the resident.

— At 10:20 p.m. Friday, police responded to the 200 block of West Seventh Street for an unknown medical problem where the complainant was in her garage with a man. She advised they had been drinking and he fell and hit his head on the floor. He was taken to the hospital by an ambulance.

— At 9:41 p.m. Friday, a complainant was on station regarding a child custody dispute and was advised it was a civil issue.

— Police responded to the 1800 block of Maple Street at 9:04 p.m. Friday, where the complainant advised someone attempted to open a door to the residence. Police were unable to locate anyone.

— Police responded to the 600 block of East Ninth Street at 10:01 p.m. Friday for a well-being check and learned the person no longer lived in the city.

— Police arrested Kayla E. Macklin, 2561 Lexington Ave., #43, on an outstanding warrant from Columbiana County for failure to appear for disorderly conduct. She was transferred to deputies.

— At 6:19 p.m Friday, police responded to the 400 block of South Lundy Avenue for a possible fight, and two juveniles said they were playing around.

— Police responded to the 2800 block of East State Street at 11:07 a.m. Friday for road rage and spoke to both people arguing over the right-of-way on the parking lot. Both was advised to go their separate ways.

— At 12:45 p.m. Friday, police responded to North Lincoln Avenue and East 12th Street for a report of reckless operation and were unable to locate anything.

— Police responded to the 900 block of North Union Avenue at 12:14 p.m. Friday where the complainant advised of hearing a noise in the basement. Firefighters checked and were unable to hear anything.

— Police responded to the 300 block of Newgarden Avenue at 1:23 p.m. Friday where the complainant advised that two unknown females followed them from McDonald’s to their residence and threatened the complainant and her friend over an ongoing personal issue. The complainant wanted it documented.

— At 2:10 p.m. Friday, police responded to the 1100 block of Jefferson Avenue where the complainant advised of a credit card abuse situation. He was no longer with his wife and she was still pulling money from his account and he wanted it documented for the credit card company.

Washingtonville

— At 9:08 p.m. April 5, Jacob Metzger of Alliance, was charged with possession of marijuana when during a traffic stop 28 grams of marijuana was reportedly seized from the vehicle.

— Steven Barnes of Washingtonville was arrested on an outstanding warrant after police responded to a domestic violence incident at his residence at 8:59 p.m. on April 8. The warrant was discovered during the investigation.

— Thomas Powell of East Liverpool was arrested at 8:57 p.m. April 9 on a warrant that was discovered during a call for trespassing on the 400 block of East Main Street.

— Sheldon Ludt of Washingtonville was arrested at 1:24 p.m. April 15 for sexual imposition
