Highway Patrol

— Brandon R. Kessler, 34, Echo Dell Road, East Liverpool, was northbound on township road 2794 in St. Clair Township at 1:39 a.m. Friday and went off the right side into two bushes and a utility pole. He was cited for failure to control, OVI and left of center.

— Haley Nicole Sivert, 20, Bank Street, Toronto, was northbound on state Route 45 in Madison Township at 9:50 p.m. Thursday and went off the right side into a ditch. She was cited for failure to control.

— Brent A. Wright, 44, Desellem Road, Lisbon, was southbound on Black Road in Center Township at 10:14 p.m. Feb. 9 and went off the left side into a ditch. He was cited for failure to control and failure to report an accident.

East Palestine

— A police agency in Wisconsin contacted East Palestine police at 2:44 p.m. Feb. 9 requesting police contact two residents in town to ascertain if they were victims of identity theft. The Wisconsin agency had made arrests of two suspects who were in possession of personal information belonging to the two residents and they believed they may have stolen the victims’ identity. East Palestine police made contact with the residents and advised them that the investigator will contact them.

— Police were called to East Highland Avenue at 5 p.m. Thursday for a report that a neighbor had moved out earlier in the day and left his dog behind tied up outside. Police contacted the dog’s owner, who said that he was not all the way moved out and that he would be back to the home for his dog.

— Police were called to the 200 block of West Clark Street at 5 p.m. Thursday for a man who wished to report that his ex-girlfriend had moved out but returned that night unannounced and just walked into his home to gather property. The woman gathered a few more items and left without any problems. The woman also left her key with the man and police warned her that since she was no longer a resident there she couldn’t just return anytime she wished.

— Police were called to a North Market Street business at 1:18 p.m. Thursday for a report that a woman had struck her child several times while she was inside the store and then placed her child in a car with no car seat and continued to hit the child several times in the car. An employee of the business tried to intervene and was allegedly nearly struck by the woman, who then left northbound on North Market Street. Police are investigating the matter.

— Police were called to a Taggart Street business at 8:56 a.m. Thursday for a report that several items of scrap metal estimated to be worth several hundred dollars were found to be missing. An investigation is pending.

— Police were called to the 600 block of North Market Street at 10:47 p.m. Wednesday for a report of a heated disagreement between two brothers. No injuries were reported and no arrests were made.

— Paul Miller, age and address not listed, was arrested on a county municipal court warrant at 12:48 a.m. Thursday on East Taggart Street.

— Police were called to a North Walnut Street home at 2:20 p.m. Wednesday to check the welfare of a resident after a case manager found the home unlocked and were unable to make contact with the resident. Police checked the home and found no on there. The case manager was advised that an officer would check back later.

— Police were called to an Alice Street home at 6:59 p.m. Tuesday for a report that a man had taken an overdose of prescription drugs. EMS also responded and the man was taken to a local hospital for evaluation.

— Police conducted a welfare check on a Glenwood Avenue resident at 2:04 p.m. Tuesday and found no problems.

— An East Main Street resident reported at 8:45 a.m. Tuesday a gaming system was stolen.

— Police were called to the area of East Main Street at 10 p.m. Monday for a report of a disturbance and found a man and his girlfriend had been in an argument with a neighbor. The man told police that the neighbor had been revving his engine and making noise. The man’s girlfriend reportedly confronted the neighbor and while doing so, slipped and fell on ice injuring herself. EMS were called and since all of the complainants had been drinking they were warned by police to stay inside for the remainder of the night or risk being charged.

— Police were called to East North Market Street at 8:15 p.m. Monday after a resident reported there was opened mail in their mailbox that does not belong to them. Police were able to contact the owner of the opened mail and it was returned to them.

— Police conducted a welfare check on a Highland Avenue resident at 9:49 a.m. Sunday and found no problems.

— Jared McKay, age and address not listed, was cited for driving under suspension following a traffic stop on West Taggart Street at 10:28 p.m. Saturday.

— David Gamble, 22, was arrested for OVI and cited for possession of marijuana and drug paraphernalia during a traffic stop on Park Avenue near West Street at 9:58 p.m. Feb. 9. A passenger, Tyler Robinson, age and address not listed, was cited for no seat belt.

Salem Township

— A Salem-Unity Road resident reported at 10 a.m. Wednesday finding a jacket and purse in his field.

— A state Route 558 resident reported at 7:36 p.m. Wednesday that her son had been riding his bicycle in the trailer park when a motorist appeared to be antagonizing him, trying to get him to run into the vehicle. She said her husband then confronted the family of the motorist and verbal threats were made.

Leetonia

— A Pine Street resident reported Thursday his ex-girlfriend had been sending him indirect threats via texts regarding their breakup and noted she has caused him physical harm and threatened to burn down the house in the past. He asked how to file a protection order.

–A patrolling officer at 4:18 a.m. Friday observed a stone monument at one of the Greenway trailheads had been knocked over. The officer did not notice any damage and found no people or vehicles in the area.

Salem

— Police responded at 4:49 a.m. Friday to the 500 block of East Fourth Street for a report of a dog being loose inside a residential building. The owner found the dog and left before police arrived.

— Police were dispatched to the 1200 block of Franklin Avenue for a dispute where a man said his ex-girlfriend, who’s now his roommate, came home intoxicated with another female causing issues, waking him up and being loud. He was concerned there would be an issue because she called her current boyfriend who was coming to the house. Officers also received a call from another male who said there was a dispute at the residence and he was responding on foot from another home. Officers made contact with that male when he arrived and he said he heard yelling on the phone and knew there were past issues between his girlfriend and the resident. No physical violence was reported. All parties were told to go to separate areas of the house for the night.

— Officers responded at 1 a.m. Friday to a parking lot in the 700 block of West State Street for a possible intoxicated driver in a red pickup. They discovered the driver was an elderly male who was lost and trying to find his way home. Officers spoke with family members via phone who responded to the location and escorted him home with officers following behind the truck to ensure his driving was in order.

— An officer on patrol in Kelley Park at 10:46 p.m. Thursday saw an occupied vehicle in the lot after hours. They were advised of park hours and sent on their way.

— A possible intoxicated driver was reported at 10:38 p.m. Thursday in a maroon Chevy Impala, but was not located.

— Police were flagged down by a motorist at 9:57 p.m. Thursday in front of the police station where a driver said a vehicle had been following them for several blocks. The person was advised to go to the station and the other vehicle stopped. Three teen girls in the second vehicle said they were trying to mess with the first vehicle for fun. Officers advised them to stop the mischief.

— A neighbor dispute was reported at 7:29 p.m. Thursday in the 1100 block of Cleveland Street where both neighbors were arguing over a shared driveway issue. The female said she can’t get her vehicle up in front of her garage due to her neighbor parking the back end of his truck in a position to where she can’t get her van in. sShe said it’s an ongoing problem. Both parties were told the shared driveway is a civil issue, however they should respect the fact that they should not block each other’s entrance or exit in case there’s an emergency. The male moved his truck over and the female was able to move her van up.

— A woman from Lexington Avenue came to the police station at 4:30 p.m. Thursday to report a domestic violence incident that occurred at 11 a.m. She and her live-in boyfriend had an argument that turned physical. She said he grabbed her by the arm and drug her across the bed and also choked her by grabbing her throat and saying he was going to kill her. The victim had a visible red mark on her throat.

— A man from Parkersburg, Ohio reported at 3:35 p.m. Thursday that he had not heard from his mother in almost a year. He wanted officers to check what may have been her last known address on East Sixth Street. He also said his mother may have been homeless. When police checked, the last known address was vacant.

— Police were asked at 2:41 p.m. Thursday to check the well-being of a female in the 2700 block of East State Street. An officer located her inside the Comprehensive Behavioral Center where she advised she had an appointment. She was late for the appointment and was creating a problem. The officer transported her and her kids back to her residence and Children Services was advised.

— Walmart reported a shoplifting incident at 5:14 p.m. Wednesday.

St. Clair Township

— Brandon McGrew, reported being assaulted by Joseph E. Threat, 24, Bergholz, saying Threat struck him in the ear with a portable charger, cutting his ear lobe. Threat admitted throwing the charger at McGrew, according to reports. Threat was charged with assault.

West Point

— West Point EMS were called to a home on Steubenville-Pike at 8:10 p.m. Thursday for a woman who believed she was having a heart attack.

— West Point firefighters were called to the area of Applegate Road between Desellem and Cusick roads at 1:25 p.m. Friday for a report of trees on an electrical wire.
