Police

Morning Journal/Jo Ann Bobby-Gilbert Marilyn Wolfe, 85, Thompson Avenue, East Liverpool, told police Saturday she was at the gas pumps at Get Go in Calcutta when she wanted to move her vehicle to another spot. She put the vehicle in reverse, thinking it was in drive, causing it to travel in the wrong direction and striking a large display box between the pumps. The vehicle went between the pumps to the other side, knocking over a trash can and a concrete post. She was not hurt and no charges were reported.

County Sheriff

— A caller reported there was someone on the property of the old chemical plant on Darlington Road, Negley, at 12:54 a.m. Sunday. Property owner Michael LaBate was found at the site and he said he was checking the premises after he caught some youths breaking into his farm across the road.

— Kristine Phillis, Depot Road, Salem, was driving on Gromley Road near Depot Road at 12:16 a.m. Sunday when her car was pelted by a corn cob. She said this occurred after someone driving in other direction flashed their lights to warn her of something.

— A deputy performed a welfare check on Depot Street, Rogers, at 8:54 a.m. Sunday and spoke with a man at the residence, who said the children were fine and at a picnic.

— Nancy McCartan, Ellsworth Avenue, Minerva, reported Monday being the victim of identity theft, with someone making $1,635 in charges without her permission or knowledge. She said this occurred after they kicked out her daughter’s boyfriend after he was caught shooting up drugs in the basement.

— Tom Miller, Lisbon Road, Lisbon, reported selling his tractor-trailer to an Alabama man who quit making monthly payments. Miller found the trailer in Texas and drove there to retrieve it, but the trailer is still missing. He was told this was a civil matter.

Lisbon

— Donna Mineard reported being bitten Saturday by a dog. Police went to the Motorcycle Dream Shop on Sunday afternoon, where owner Mike Skidmore said he did not know Mineard, and his dog did not bite her. He said she came to his shop after Shenanigan’s Pub closed the night before and passed out on the couch.

— Police were called to the Shenanigan’s Pub parking lot at 5:38 p.m. Saturday in regard to a drunken woman who fell and injured herself while outside smoking. An ambulance was called to transport her to a local hospital.

— Michaelan Liflam, West Washington Street, reported at 11:45 p.m. Friday her apartment was broke into by a man she knows. Police arrived but did not find anyone home, and the apartment was secure.

—  A barking dog complaint at the corner of Jerome and North Jefferson streets was received at 7:45 a.m. Saturday. Police told the owner to take the dogs inside.

— Reagan Benner, West Pine Street, reported at 9:54 p.m. Thursday his upstairs neighbor had been harassing him all night. Police told Glen Hunt he was to not have any contact with Benner, Brandy Sanders, Brittany Williams and Sean Hicks or he would be charged.

— An official at the Christina House called for an officer to stand by at 8:51 a.m. Thursday while a client was evicted from the premises.

— Christina Garver, 42, Sherman Street, was charged with public intoxication after police responded to a call at 8:16 p.m. Wednesday.

— Jennifer L. Duron, 31, Graham Street, was charged with obstructing police business at 10:48 p.m. Sunday after police responded to a call on East Chestnut Street about Duron assaulting Mike Skidmore. Duron fled in a Jeep and was found at home, where she was charged.

— Sandra Reynolds was cited for driving under suspension following a traffic stop on North Market Street at 1 p.m. Friday. Randy L. Garretson Jr., 31, Applegate Road, Lisbon, was cited for obstructing police business at the same traffic stop.

— Chad E. Brewer, 34, West Lincoln Way, was charged with assault for punching Steve Malone, 24, Endley Road, Lisbon, in the face outside Shenanigan’s Pub at 1:34 a.m. Saturday.

— A caller reported some man was on the roof at 117-1/2 West Lincoln Way and yelling at 2:44 a.m. Saturday. Police did not find anyone on the roof, but the caller said the man got off the roof as police approached.

Highway Patrol

— Vera L. Mullins, 57, Carrollton, and Zachary Charles Davis, 18, Howard Street, Hanoverton, were eastbound on U.S. 30 in Hanover Township at 7:45 a.m. Thursday and Mullins attempted to turn left onto Richey School Road and Davis was attempting to pass and struck Mullins, causing Davis to go off the right side into a ditch and a traffic sign. Davis was cited for hazardous zones.

— Nicole M. Russell, 33, Trinity Church Road, Lisbon, was northbound on Richey School Road in Hanover Township at 3:19 a.m. Sunday and backed into a ditch. She was cited for improper backing and arrested for OVI.

— Tyler O’Brian Simms, 18, Allen Drive, Salem, was northbound on state Route 45 in Salem Township at 3:40 a.m. Saturday and went off the right side into a ditch. He was cited for failure to control and arrested for underage OVI.

— Travis A. Coleman, 26, Duke Vodrey Road, East Liverpool, was eastbound on state Route 154 in Elkrun Township at 5:30 a.m. Wednesday and went off the right side into a ditch and overturned. He was cited for failure to control.

Columbiana

— Police found a dog at large on West Park Street at 12:29 p.m. Sunday.

— Police were called to the 800 block of Fairfield Avenue at 1:30 p.m. Sunday in reference to a verbal dispute between Jackie Hiner and Vince Pendergast. The dispute was allegedly over a weed-whacking incident that resulted in a scarecrow’s legs being cut off. Police were able to mediate the situation.

— A man reported anonymously at 2:25 p.m. Sunday someone threw an object at his vehicle while he was driving on North Elm Street.

— Police checked on two people that appeared to be passed out in a vehicle on South Main Street and found the occupants were not passed out but were there watching trains.

— William Barillare, Lakeshore Court, reported at 6:18 p.m. Sunday his mailbox was damaged.

 

East Palestine

— Police arrested Lawrence C. Johnson, 54, Edinburg, Pa., for OVI during a traffic stop on North Market Street at 9 p.m. Oct. 7. Also arrested was George Feezle on a warrant through the county sheriff’s office.

— Police arrested Patrick Palmer of Rogers for OVI following a traffic stop on South Market Street at 11:23 p.m. Saturday. He was also cited for two headlights required and open container.

East Liverpool

— Officers were called Sunday night to unauthorized people inside a condemned home at 716 Jackson Street which has a history of illegal drug activity and conspicuous “no trespassing” signs on it. They found the door barricaded from inside, and the captain authorized using force to break it down. The door was struck several times before Rudy S. Lang, 20, opened it. Also inside was Brianne M. Flaherty, 21. Both are homeless, according to reports. They were charged with criminal trespass. Both failed to appear in East Liverpool Municipal Court Monday.

— An officer exiting Gina’s Drive-Thru was flagged down by a passing motorist who said he believed his friend had overdosed on heroin. He pulled into the Harker Cafe parking lot, and the officer saw Michael R. Yost, 33, New Cumberland, W.Va. in the passenger seat and called for an ambulance. When ASI ambulance came, paramedics administered Narcan to Yost, who revived. Officers searched the vehicle and reported finding a syringe in a plastic bottle in the console and a syringe cap underneath Yost’s thigh. Yost was transported to East Liverpool City Hospital and was charged with possession of drug abuse instruments and disorderly conduct.

— Samuel F. Masters, Waterloo Street, reported a Troy-Bilt mower and a generator were taken from his property. His niece saw a yellow utility truck leaving with items in the back, Masters reported.

— St. Clair Township Police were called at 10:40 p.m. Friday about a woman working in Calcutta who wanted to commit suicide by drinking and taking pills, possibly headed toward Midland, Pa. They checked and couldn’t find the woman. At 12:08 a.m. Saturday, city police received a 911 call about the same woman in a car in the Heights Manor parking lot. They found her lying in the back seat and could not awaken her. While waiting for an ambulance, officers were approached by a man identifying himself as the woman’s boyfriend who asked if he could take his vehicle once she was removed. The woman was taken by North Star Critical Care ambulance to the hospital and the car was released to her boyfriend.

 

St. Clair Township

— Lyle Foster, Y&O Road, returned home to find his home entered and several items removed.

— Keith D. Irwin, Glenn Street, reported a burglary, with no other information reported.

— A Sprucevale Road resident not named in reported a Trump sign damaged in his yard.

— Tom Trainer, Sprucevale Road, reported his mailbox smashed, and investigating officers discovered multiple mailboxes smashed and signs damaged.

— While making a left turn from state Route 267, Richard W. Ulbright, 88, Faulk Avenue, failed to yield to a southbound vehicle driven by Carl L. Johnson, 77, Georgetown, Pa., causing the vehicles to side-swipe. Johnson was cited for failure to yield.

 

Salineville

— Police conducted a traffic stop around 11 p.m. Oct. 4 on East Main Street after observing a vehicle that failed to display headlights in dense fog conditions. As the driver, Monica Grimm, was begin given a verbal warning,  Sheridan Taylor was found hiding underneath a blanket in the back seat. It was determined Grimm had a protection order against Taylor stemming from previous domestic violence events. Charges will be pursued against both parties for violating a protection order.

— Police were called around 8:35 p.m. Wednesday by a village resident who advised that he had been threatened by an acquaintance and wanted charges pressed. Officers spoke to the suspect and determined that no crime had been committed.

Wellsville

— Police received a tip around 7 p.m. Oct. 7 that Jonathan D. Ellison–who had several active felony warrants out of Trumbull County– was staying at the Emerald Motel on Clark Avenue. Officers arrived at the motel and an officer peeked into the window of the room, which appeared empty, while officers looked into the back window which was open. An officer made contact with a Michael Weaver, who was sitting in front of a different room. When officers asked the last time Weaver had seen Ellison, Weaver stated “a little bit ago.” Another officer asked if anyone else was in the room. Weaver said “just my wife.” Officers searched the room after Weaver gave them permission, and Ellison emerged from the bathroom with his hands up. Ellison was taken into custody and Weaver was taken into custody and cited for obstructing official business.

Salem

–A resident in the 500 block of Woodland Avenue reported at 7:17 a.m. Monday that someone placed a large television on the sidewalk in front of her home. Police contacted the street department to pick up the television due to its size.

— An open door was reported on a vehicle parked in a driveway in the 800 block of Homewood Avenue at 5:37 a.m. Monday. Police made contact with the homeowner and it appeared the door was left open by accident. Nothing was missing.

— Police were called at 8:16 p.m. Sunday to the 600 block of Vine Avenue for a report of a  man who cut his arm with a knife. Officers were told the person still had the knife and possibly wanted to harm himself. Officers arrived and saw the person had numerous puncture wounds on his arm and was bleeding. After several requests by officers, the person reluctantly relinquished the knife, which was secured by police. Fire department first responders and ambulance personnel applied some bandaging and the person was taken to Salem Regional Medical Center for further evaluation. An officer rode in the back of the ambulance due to the person’s volatile behavior. Officers also remained at the emergency room and talked with the person until he calmed down and began cooperating with medical personnel.

— Travis Lowther, 41, of 421 W. State St., Salem, who also had an address listed of McDonald Street, East Liverpool, was charged with operating a vehicle under the influence and reasonable control by Salem Police and charges of reckless operation, failure to control and leaving the scene of an accident by Perry Township Police after several complaints of a reckless operator were reported along with a hit/skip. Salem officers received multiple calls at 7:17 p.m. Sunday regarding a reckless vehicle and possible intoxicated driver. The vehicle had reportedly driven through front yards of multiple residences in the 500 block of Hawley, striking and destroying a wooden sign, Police received descriptions of the vehicle, which had been involved in an alleged hit/skip in the township, and a witness followed the vehicle to a business in the 2200 block of East State Street, where officers located the vehicle with fresh damage and a destroyed flat rear tire. The driver was located walking back to it and officers detected a strong odor of alcoholic beverage. Perry Township had received a report at 7:26 p.m. of a hit/skip in the area of South Lincoln Avenue and Southridge Drive where a woman from Lisbon reported she was northbound on South Lincoln when a vehicle passed her in a no passing zone almost striking another vehicle head-on. The vehicle she described struck the left rear of her vehicle and continued into the city.

–Police were asked to check the well-being of a male sitting in a car in a back lot of an apartment complex in the1000 block of North Lincoln Avenue at 6:49 p.m. Sunday. He was reported to have possibly taken too much prescription medication. First responders and an ambulance arrived. There was no indication of a wish to harm himself.

— An odor of marijuana was reported coming from inside a residence in the 400 block of South Lincoln Avenue at 5:44 p.m. Sunday. Officers made contact with everyone in the residence and did not detect any odor coming from the property or the people.

— A dispute was reported at 4:32 p.m. Sunday in the 1000 block of New Garden Avenue between property owners and tenants living there. They were advised of their rights and that this incident was a civil matter.

Perry Township

— William L. Batton, 57, of 1013 Jones Drive, was charged with domestic violence and taken to the county jail after police were called to his residence at 12:39 a.m. Monday for a domestic complaint. After speaking with all parties, police placed Batton under arrest.

— Police responded to the 1000 block of Beechwood Road at 6:55 p.m. Sunday for a report of threats over Facebook. A resident reported a person known to him threatened his life via a Facebook message. The incident is under investigation.

— Police responded to the area of Depot Road at the township limit at 6:35 p.m. Sunday to assist the sheriff’s office with locating a reckless operator that recently drove through a cemetery in their jurisdiction. Police located the vehicle parked at a residence and relayed the information to the Sheriff’s Office.

— A paper carrier contacted police on Sunday to report finding a house with the side door open and the lights on with no one around in the 1300 block of Jennings Avenue. Police checked the residence and made contact with the owner, who advised he had a bird in the house and was trying to get it out.

 

Lisbon

–The fire department was asked to help life a 335-pound man who fell and could not get up at his Lisbon Road residence at 7:42 a.m. Monday.

— The police department was asked to dispatch an ambulance to Beaver Local in response to a possible drug overdose involving a 33-year-old man at 8:05 a.m. Monday.

Salem

— Firefighters found light smoke showing from the front of a Hollyhock Way home after responding to a call of a possible structure fire at 5:27 p.m. Sunday and finding no fire, but some severely burnt food. The source of the smoke was a pan on the stove with burnt food in it, which was removed from the home. Fans were used for ventilation.
