Dogs will have place to play in Lisbon

LISBON — Village Council has given the go-ahead to develop a year-round dog park off South Jefferson Street.

The dog park would be located on property that houses the Columbiana County Park District garage, between the garage and Middle Fork of the Little Beaver Creek.

The park district learned village parks supervisor Dana Blackburn was looking into developing a dog park at Willow Grove Park and offered use of its property. Blackburn told council lasts week the park district was willing to provide the location for free but needed the village’s approval before it could draw up an agreement.

Council responded by passing a resolution at last week’s meeting saying it was interested in pursuing an agreement with the park district. Blackburn said the property will make an ideal location because it has access to municipal water, sewer and electricity and has plenty of parking.

In other business, Norm Swann from the Ohio Climbers Coalition told council his group would like permission to replace climbing bolts used as anchors on a portion of the old stone quarry rock face that lies within village limits. Swann contacted Mayor Joseph Morenz in November, but Morenz said the area he was referring was not owned by the village.

Swann said further research determined the climbing bolts in the “middle cliffs” area of the quarry by the hiking trail is on village property, which is why his group needs permission to replace the 27-year-old bolts.

He also sought to allay any concerns about the village incurring any liability by granting them permission, noting there is a state law that protects property owners from the actions of someone who enters onto private property without paying a fee.

Council agreed to seek letters of interest from engineering firms interested in submitting proposals to erect a new bridge at Willow Grove Park to replace the swinging bridge washed away by the 2004 flash flood. Morenz believes they are now in a position to solicit proposals from engineering firms and he envisions a 120-foot swinging bridge with mesh sides that would span the Little Beaver Creek, linking the park and Lions Club Road.

Approximately $15,000 in donations have been received to date.

Finally, council member Cheryl Mills was attending her last meeting. “Thank you to everyone for working with me these four years,” she told her colleagues.
