Four accused of trying to smuggle phones into prison

LISBON — Four Philadelphia men accused in a plot to smuggle phones into the Federal Prison in Elkton appeared for arraignment Thursday in Columbiana County Municipal Court.

Akinsheye B. Foster, 20; Mike A. Rivera, 18; and Kelvin Correa, 20; are each from Philadelphia, Pa., and charged with illegal conveyance of prohibited items onto the grounds of a detention facility and criminal trespassing. An Oct. 30 pretrial was set for Foster, Rivera and Correa.

On Oct. 17, inmates at the Elkton facility reportedly saw three men run from the fence line at the prison. Court records indicate multiple packages have been thrown over the fence recently, containing prohibited items. The packages have been wrapped in camouflage material with bubble wrap and duct tape.

Deputies stopped a vehicle driven by Kevin Correa, 19, also of Philadelphia and materials found in the trunk of a vehicle matched those allegedly being used to wrap the packages. Inside the vehicle were reportedly the identification cards for Foster and Rivera.

Kelvin Correa, Foster and Rivera were all located walking on Scroggs Road by deputies wearing clothing wet and covered in materials one would expect when someone is going through the woods between the Elkton facility property and Scroggs Road.

A court trial was set for Oct. 30 for Kevin Correa, who is also cited with a stop sign violation. Additionally, a pretrial is scheduled on the same date for Kevin Correa, who is charged with illegal conveyance of prohibited items onto the grounds of a detention facility, possession of marijuana and obstructing official business for allegedly lying multiple times, including when asked why he was around the Federal Elkton Prison complex and who he was with on Oct. 17.

Bond for each of the men was set at $50,000 cash or surety.
