Alleged shooter held on $750K bond

LISBON — The East Palestine man accused of a drive-by shooting that injured a Rogers man in the early hours of Monday made his initial appearance by video arraignment on Tuesday morning in Columbiana County Municipal Court before Judge Chris Amato.

Joseph A. Reed, 23, East Main Street, East Palestine, was in custody at the county jail charged with felonious assault — drive-by with a firearm specification.

Reed was granted court-appointed counsel and Amato set Reed’s bond at $750,000 cash or surety. A condition of the bond is to have no contact with Matthew T. Casto, Depot Road, Rogers, the man he is accused of striking in the head area while firing multiple shots in the area of a window of Casto’s home. Reed reportedly knew Casto usually slept in the area of the window.

An Oct. 23 preliminary hearing was set before Amato for Reed.

Casto was treated and released on Monday.
