The East Liverpool Fire Department responded Wednesday afternoon to a Pennsylvania Avenue resident for reports of a suspicious powder in the mailbox. There, they found this small plastic yellow baggie filled with white powder which was removed and turned over to city police officers, who bagged it as evidence. Police officers said the powder is consistent in appearance with narcotics but said field testing the substance is no longer an option due to the dangers involved and that, unless there are charges pending, sending it to a lab is also not feasible. The evidence will be logged with the victim’s name, Chief John Lane said.
