Wellsville to purchase police cruiser

WELLSVILLE — The village soon will be adding a new police cruiser to its fleet.

Council earlier this week approved a motion to purchase a 2016 Ford Explorer from Sarchione Ford of Alliance, which will include a five-year/60,000-mile warranty.

The purchase, according to Wellsville Fiscal Officer Hoi Wah Black, was approved by state auditors due to a funding issue, which will consist of $12,000 from the village’s capital improvement fund. Black also reported that Sarchione agreed to the down payment, as the remainder of the balance will come from timber fees.

Mayor Nancy Murray said earlier in the day, prior to the Tuesday meeting, a front light fell off of one of the police department’s cruisers. Councilman Tony Cataldo questioned why the cruisers were in that type of condition. Black said it’s most likely from normal wear-and-tear.

“There’s one police cruiser that will not go over 60 miles per hour,” Black said. “There’s another one that veers toward the left-hand side, and there’s another one with a brake issue where it would not come to a full stop, so we are very appreciative if we would have at least one cruiser that’s in good condition.”

Cataldo also requested a policy for routine maintenance on the cruiser/ Murray said a maintenance schedule will be instituted starting in January. It will be enforced each month, she said.

Also this week, council approved a resolution to authorize the mayor to prepare and submit an application to participate in the Ohio Public Works Commission (OPWC) State Capital Improvement and/or Local Transportation Improvement Programs as well as execute any contracts as required.

The resolution was pertaining to grant money the village can attempt to go after to help the village’s sewer plant. Council member Diane Dinch reported the Water, Sewer, Refuse Committee recently spoke with Dallis Dawson and Associates to discuss the grant.

Council also approved a motion to increase the audit amount to $27,447. Also at the request of the Claims, Rules, Ordinances Committee, council approved a motion to order legislation for the magistrate to set the salary at $6,000 per year.

All motions were approved with a 5-0 vote, with councilman John Morrow absent.

In other business:

— In a continuation of the parking situation in the village brought up by a Shoub Towers resident from the Oct. 4 meeting, Councilman John Cianni shared with council some of the ordinances in the village pertaining to parked vehicles.

Among those included an ordinance that indicated all vehicles must have display validation stickers, and residents cannot park in certain areas longer than 48 hours or vehicles will be towed at the owner’s expense after proper notification was given to police.

Cianni also said any junk vehicles left on private property without the property owner’s permission can be towed after a fur-hour period, and junk vehicles on private property must be covered either by a building or a covering. Cianni said any violations can be brought to the police department’s attention.

— Dinch also addressed some rumors in town that the village would be canceling its Halloween trick-or-treat hours, which is scheduled 5-6:30 p.m. Oct. 31. Dinch said the rumors are false, adding the village has no reason to cancel the trick-or-treating or Halloween observance.

Dinch also stated that–despite the reported clown sightings and attacks throughout the country–clown costumes have not been banned within village limits. Police Chief Ed Wilson and Lt. Marcia Eisenhart have not approached council to outlaw such costumes, she said.

Dinch added that reported local clown sightings within village limits did not have merit.

“Most of the so-called ‘sightings’ were bogus, and pictures being posted on the internet were the picture of the same clown from somewhere else,” Dinch said.

The next meeting is 6 p.m. Nov. 1 at the municipal building.
