Lisbon couple facing charges

LISBON — A man and woman are being arraigned in county municipal court today on child endangering charges after Children’s Services called police to their home on Oct. 6.

Eric Flugan, 42, and Leila Schreffler, 35, both of 297 W. Chestnut St., were charged with the first-degree misdemeanor after police found the home contained a large amount of dog feces and cat urine, and an entire basement full of trash.

According to the Oct. 6 police report, a Children’s Services representative asked police to come to the home while she performed an inspection in response to the agency receiving numerous complaint’s about the cleanliness of the children living there.

The representative also told police that Flugan would not let her inside the home.

Once police arrived they found Schreffler, reportedly wearing dirty clothes and with dog feces on her shoes, attempting to leave, stating that she had to go to work.

Police told Schreffler she could not go to work in that condition and that she needed to let the representative and the officers inside the home to perform an inspection.

At that point Schreffler began to “panic,” the report stated, and told them they could go inside but she would not go inside. She then allegedly threatened to harm herself, resulting in police calling for an ambulance.

While they waited for KLG Ambulance to arrive to transport Schreffler, police could see old furniture, trash and dirty clothes covering the front porch of the home.

Schreffler reportedly told the officers and the representative that they could go into the home through the back door, which, when opened let several dogs loose.

Shortly after the representative entered the home, she reportedly came back out and said she did not want to go any further into the home and that the entire basement was full of trash and the entire floor of the kitchen was covered in dog feces, the report stated.

The dog feces and cat urine was also reportedly on the children’s clothes and school items.

How many of Flugan and Schreffler’s children live in the home and how many animals were there was not listed in the report.

The county Dog Warden was called to remove the dogs from the property.
