Elkton stint ends, 16 new charges keep Pa. man in jail

LISBON – A man accused of a multitude of sexual-related offenses with a child in Pennsylvania appeared in Columbiana County Municipal Court on Monday.

William H. McFall, 56, New Castle, Pa., waived his right to an extradition hearing so he can be returned to New Castle, where he faces 16 counts of sex-related charges.

According to court documents, McFall is charged with two counts each of involuntary deviate sexual intercourse with a person less than 13 years old, unlawful contact with a minor, statutory sexual assault, aggravated indecent assault with a person less than 13 years old, endangering the welfare of children, indecent assault of a person less than 13 years of age, indecent exposure and corruption of minors.

The warrant for his arrest was issued by Lawrence County Judge Scott A. McGrath on Oct. 16. Bond is set at $250,000 cash or surety.

According to the New Castle News, McFall was a former maintenance worker at the Lawrence County Government Center, who was serving a one-year sentence at the Elkton Federal Prison for a child pornography charge. That sentence ended Sunday.

These newest charges involve incidents which allegedly occurred in his home between 2001 and 2006 with a girl identified from pornography seized from McFall during the federal investigation. The girl reportedly was between 8 and 13 years old at the time of the sexual acts.

By waiving his right to an extradition hearing, McFall can be returned to Pennsylvania to face the new charges immediately.
