Dog owner searches for perfect place to park

COLUMBIANA – At least one dog owner in the city is looking for a place to walk his dog that isn’t a sidewalk or his own back yard.

Market Street resident Paul Scott asked City Council this week if an area at the corner of Metz Road and Camelot Drive could be made into a dog park.

The piece of property includes a city water well and is about 40 acres, he said.

“Am I allowed to walk my dog in there and turn it into a dog park possibly? It’s very nice to walk your dog. I’ve been in there many times,” he said.

Former mayor Dick Simpson told Scott the wooded property’s ownership is divided between Harmony Village, the city and two people.

“A very small piece of that is public property, actually just the corner there,” he said.

Police Chief Tim Gladis advised Scott against doing anything with the property for safety reasons.

“In general terms water wells are known by the Department of Homeland Security as protected critical infrastructure It would be prudent to maintain a buffer or barrier to not allow public access,” he said.

Mayor Dave Spatholt said the city’s park, recreation and cemetery board has been considering a dog park and told Scott to speak with them.

“They talked about doing something like that in the park property,” he said.

Dr. Ron Detwiler, president of the Park, Recreation and Cemetery Board, could not be reached for comment on Wednesday.

In other business, council approved:

– A request from Kelli Harding to hold the Heroes and Halos Safety Day at South Side Middle School June 22.

– A second reading of legislation accepting monies from Columbiana County Commissioners for a part-time officer on the County Drug Task Force.

– A first reading of legislation allowing for use of personal vehicles on city business and repealing prior ordinance that conflict. City Manager Lance Willard said the legislation is regarding mileage reimbursement as set by the state and only pertains to vehicles used on the job.

– A first reading of legislation allowing Willard to contract with Mid Ohio Valley Lime of Marietta for the purchase of lime for the water plant at $149 per ton.

– A first reading of legislation allowing Willard to contract with Lyden Oil Co. of Youngstown for the purchase of gasoline and diesel fuel at a cost of $3.0151 for unleaded and $3.2634 for diesel.

– A first reading of legislation allowing Willard to contract with Dunbar Asphalt Products of Wheatland, Pa., for asphalt at $59 and $49 a ton.
