LISBON — A secret indictment was served to Francis D. Cain, 34, Valley Road, Salem, who is charged with possession of drugs for allegedly having less than the bulk amount of methamphetamine on March 17. The indictment was issued by the Columbiana County Common Pleas Court grand jury in November.
