GRAND JURY

LISBON — The Common Pleas Court grand jury met this week issuing 10 open indictments and 29 secret indictments. The secret indictments will be released as they are served. The following are the open indictments:

Romeo D. Jackson Jr., 20, Farrell, Pa., is charged with breaking and entering, vandalism and resisting arrest. Jackson is accused of trespassing onto the electric substation property in Columbiana on April 20, damaging a satellite dish owned by AEP Ohio and interfering with the attempts by police to take him into custody.

Bryan K. Eakles Jr., 33, New Brighton, Pa., is charged with having weapons while under a disability, carrying a concealed weapon and possession of drugs. On March 2, Eakles allegedly had a 9-millimeter pistol and clonazepam in his possession when stopped in a church parking lot by East Liverpool police and the vehicle searched. Eakles reportedly is not allowed to carry a gun following his previous conviction of aggravated battery in Hillsborough County, Fla., on Feb. 14, 2008.

Chelsea Renee Faloba, 30, East Pine Lake Road, Salem, is charged with obstructing official business, assault and resisting arrest. On May 1, Faloba allegedly grabbed Heidi Wilhelm by the hair, punching her in the face and back and scratching her on the neck and arms. Additionally, Faloba allegedly pulled away for Perry Township police detective Jordan Reynolds and attempted to rip the backup magazine and tourniquet from his vest.

Daniel W. Board, 45, Campground Road, East Liverpool, is charged with receiving stolen property and aggravated possession of drugs. On May 1, Board allegedly had a license plate belonging to Charles Wilson Jr. On March 17, Board allegedly was in possession of methamphetamines.

Brandon M. Huff, 24, East Sandyvale Drive, Minerva, is charged with two counts of dosmetic violence for allegedly harming Ciara White, who was pregnant, both on May 10 and May 16.

Richard Newlen, 35, Avondale Street, East Liverpool, is charged with failure to provide notice of change of address, which he allegedly is required to do following his conviction for gross sexual imposition in Washington County in 2013.

Austin M. Boots, 21, Pine Tree Circle, East Palestine, is charged with trespassing in a habitation. Boots allegedly was inside a fenced area on the property of Eric Osberg, East Friend Street, Columbiana, on May 13, breaking out the glass and screen from a door in the back of the home.

Michael Raymond Miller, 36, state Route 45, Lisbon, is charged with OVI for allegedly being under the influence of alcohol or drugs on Feb. 12 when he has previous convictions from 2009, 2012 and 2015.

Dylan Michael Conner, 27, Warren, is charged with OVI and failure to comply with an order or signal of a police officer. On May 4, Conner was allegedly under the influence, when he refused to stop and fled from police causing a risk to others for about nine miles.

Michael A. Howell, 41, Alden extension, Alliance, is charged with failure to comply with an order or signal of a police officer. On May 3, Howell allegedly refused to stop in New Waterford for police, fleeing at speeds in excess of 90 mph and committing multiple traffic violations.
