LISBON — In county Municipal Court, Melverino E. Jones, 29, East Eighth Street, East Liverpool, was bound over to the grand jury on charges of inducing panic, drug paraphernalia and assault. After Lifeteam Ambulance administered Naloxon to Jones, who reportedly was found overdosed frzom heroin in front of the MacDonald Elementary School in Wellsville on May 24, Jones allegedly became aggressive, attacking Patrolman Joseph Saraniti with his fists and biting him on his tricep. A silver crack pipe reportedly fell from Jones onto the floor of the East Liverpool City Hospital.

Richard L. Newlen, 34, Lincoln Avenue, East Liverpool, was bound over grand jury on a charge of failure to verify a change of address. Newlen was allegedly evicted on Feb. 8 and as of Feb. 20 he had failed to notify the sheriff of his new address. Newlen reportedly is a Tier II sexual offender following convictions in 2013 for gross sexual imposition and illegal use of a minor in a nudity-oriented material or performance.

An April 11 extradition hearing was set for Aaron M. Holt, 41, Blakely Street, East Liverpool, who reportedly has a warrant in Arizona accusing him of violating terms of his community control for allegedly using methamphetamines and changing his address without prior approval of his parole officer.

James Ray Brorman, 36, Abilene, Texas, was credited with 12 days served, sentenced to an additional 33 days in jail fined $300 and required 30 hours community service for abusing harmful intoxicants, criminal damaging and disorderly conduct. On March 2 Brorman was inside the Traveler’s Motel with multiple alcoholic beverages, a Gatorade bottle three-fourths full of gasoline, yelling about war crimes and conspiracy theories and calling neighbors at the hotel names. He further smashed his forehead into the cruiser window after he was arrested.

Carly M. Williams, 22, Columbiana Road, Columbiana, was sentenced to four days in jail and fined $200 for impersonating a police officer. On Feb. 6, Williams called Christina Minger and left a voice message claiming to be Lt. Shar Daub and warning her if she did not quit harassing Williams and Autumn Goodfellow charges would be filed.

David J. Samora, 39, Sherman Street, Lisbon, was sentenced to 75 days in jail, $1,025, had his license suspended for four years and required 30 hours community service for OVI third offense and left of center.

Richard Lawrence Bennett, 27, Chester, W.Va., was fined $905, had his license suspended for a year, sentenced to 10 days in jail and required 30 hours community service for OVI second offense, marked lanes and a seat belt violation.

Randy P. Witherow, 51, Haiti Road, Salineville, was sentenced to 20 days in jail, had his license suspended for two year, fined $975 and required 30 hours community service for OVI second offense and possession of marijuana.

Robert Joseph Minamyer, 37, Bye Road, East Palestine, was sentenced to four days in jail, fined $755, had his license suspended for a year and required 30 hours community service for OVI first offense, failure to control and a seat belt violation.

Amy Jo Haines, 27, East Chestnut Street, Lisbon, was sentenced to 20 days in jail, fined $200 and required 40 hours community service for domestic violence for punching Adam Dopp in the face at their mother’s home on July 30.

A March 21 pretrial was set for Alison J. Grimes, 20, East Washington Street, Lisbon, charged with domestic violence for allegedly hitting her ex-boyfriend, Zachary Rudder, in the mouth on Wednesday.

Kayla M. Marcum, 25, West Pinelake Road, Salem, was fined $300 and required 25 hours community service for driving under suspension and failure to control.

Jerry Lee House, 47, Logtown Road, Lisbon, was fined $200 and required 30 hours community service for driving under suspension.

Daniel Desellem, 31, South Green Street, Lisbon, was fined $180 and required 20 hours community service for driving under suspension and faulty exhaust.

Anthony B. Stoneking, 19, Weirton, W.Va., was fined $180 for speeding and a seat belt violation. A driving without a valid license citation was dismissed.

Molly M. Gallo, 39, Sherman Street, Lisbon, was fined $180 for driving under suspension and traffic control device violations.

Nigel Xavier Spann, 21, Commerce Street, Wellsville, was fined $150 for disorderly conduct amended for possession of marijuana.

Kayla R. Amelung, 23, Lexington Avenue, Salem, was fined $230 and had her license suspended for 180 days for possession of marijuana, possession of marijuana paraphernalia and a turn signal violation.

An obstructing official business citation for Melinda Schroeder, 35, Richardson Avenue, Negley, was dismissed. Schroeder had allegedly falsified community service records in May.

Juan Sebastian Andres, 41, Broadway, Salem, was fined $200 for expired license and a traffic control device violation.

A March 21 pretrial was set for Zachary Rudder, 21, East Washington Street, Lisbon, cited with possession of a drug abuse instruments.

A May 7 pretrial was set for Raul Angel Bautista, 25, West Martin Street, East Palestine, cited with failure to stop after an accident and left of center.

An April 29 pretrial was set for Shelley L. Hernandez, 46, West Washington Street, Lisbon, cited with driving under FRA suspension, failure to display a valid sticker and earphones.

Wade A. Keester, 43, Paris, was fined $150 for an equipment violation amended from a stop sign violation.

A March 25 pretrial was set for William M. Jones, Campbell, cited with failure to display a valid sticker, seat belt violation and driver obstruction interference.

Stephanie L. Coie, 51, Carmel-Achor Road, Rogers, was fined $100 for speeding.

Kyle R. Farber, 57, Louisville, was fined $50 for lights required amended from speeding.

A May 7 pretrial was set for Kayla M. Marcum, 25, North Madison Avenue, Salem, cited with failure to reinstate a license.
