LISBON — A secret indictment issued by the county grand jury was served on Christina L. Ford, 45, Rigby Street, East Liverpool, who is charged with stealing unemployment benefits between Oct. 1, 2016, and March 18, 2017. Ford is also accused of engaging in falsification over the same period.
