LISBON — Pretrials were set in Columbiana County Municipal Court for a Salem area couple accused of abusing an 8-year-old boy. An Aug. 23 pretrial was set for Matthew A. Brown, 35, Andrew Avenue, Salem, charged with domestic violence for allegedly assaulting his 8-year-old son by throwing a phone which hit him in the back on Aug. 10 and at some point during the same visitation, hitting the boy in the face, making his nose bleed, and throwing him face down onto the floor.

The child’s mother, Nikki Martin, told Perry Township police the boy is being assaulted and mentally abused by his father and his father’s girlfriend on numerous occasions.

An Aug. 23 pretrial also was set for Jennifer L. Starcher, 31, Andrew Avenue, Salem, Brown’s girlfriend, charged with domestic violence for allegedly smacking the 8-year-old in the mouth on Aug. 10, which caused the boy’s head to strike the corner of his bed. Additionally, during a visitation on Aug. 3, Starcher allegedly threw a TV remote, which struck the 8-year-old in the back of the head and pinched him hard enough to bruise his thigh.

Cory L. Hope, 27, Lorain, was bound over to the grand jury on charges of carrying a concealed weapon, having weapons while under a disability and improper handling of firearms in a motor vehicle. During a traffic stop in Hanoverton, Hope, a convicted felon, allegedly had a .25 caliber Colt semi-automatic handgun hidden in his groin area. The gun was reportedly loaded with one live round in the chamber and five live rounds in the magazine.

David W. Belt, 34, last known address Clark Avenue, Wellsville, was bound over to the grand jury on a charge of failure to verify change of address. Belt allegedly was not at the registered address he gave deputies on July 16, when they went to check on him on Aug. 7. Neighbors of the home reportedly said Belt moved out about four weeks earlier and the landlord told them he moved out sometime in July. Belt is required to give deputies 20 days prior notice when moving due to a 2007 Florida conviction for lewd or lascivious battery on a child.

Larissa M. Ritteger, 33, Clarkson Road, Rogers, was bound over to the grand jury on charges of receiving stolen property and falsification. On Aug. 7, Ritteger allegedly lied to sheriff’s deputies about whether or not she was in a stolen vehicle 2012 Silverado they were pursuing on Aug. 2 and whether or not she was the girlfriend of the driver, Terry Hughes. The pickup, which was stolen from Bush’s Heating in East Palestine on July 23, was seen following a robbery of Marie’s Pizza in Columbiana on Aug. 2. Ritteger was fined $225 and required 30 hours of community service for fictitious plates, no license and left of center.

Kyle Andrew Anstine, 24, Bellflower Road Minerva, was sentenced to 10 days in jail, fined $1,050, had his license suspended for two years and required 40 hours community service for OVI second offense, driving under suspension and speeding.

An Oct. 4 pretrial was set for Jeffry A. Davis, 37, Fairview Court, Salem, cited with OVI first offense and failure to control.

Brian K. Gerren, 55, East Main Street, Salineville, was fined $100, required 30 hours community service and credited with a day in jail for disorderly conduct amended from menacing. Gerren allegedly threatened David Smith, a person with special needs, “If you talk to my girlfriend like that again, I’m going to beat your (rear).”

An Aug. 27 pretrial was set for Samantha Morgan, 23, East Fifth Street, Salem, charged with obstructing official business and endangering children for allegedly hiding a clear plastic vial in a second pair of underwear during a drug test in Municipal Court on Wednesday. The endangering children citation was for having a one-year old child in the vehicle with her when she came to the court house and then tested positive for methamphetamine, marijuana and ecstasy.

A Sept. 24 pretrial was set for David L.Smith, 48, Canton, charged with OVI first offense, driving under a 12-point suspension and driving under suspension.

A Sept. 13 pretrial was set for Jesse K. Rapp, 31, Hawkins Road, Columbiana, charged with criminal damaging for allegedly punching a hole through the window screen and hitting a box fan sitting on the same window sill at the Alice Street, East Palestine, home of his ex-girlfriend, Elizabeth Faulkner on July 22.

An Oct. 4 pretrial was set for Anthony Hilliard, 33, Lynchburg Road, Kensington, charged with disorderly conduct for allegedly fighting with someone on Aug. 2.

A Sept. 13 pretrial was set for Thomas P. Michaels, 45, Jennings Avenue, Salem, charged with telecommunications harassment for allegedly sending Steven Bryan numerous text messages after police warned Michaels to stop having any contact with Bryan after Bryan reported receiving numerous phone calls from Michaels on Aug. 10 and Aug. 12.

A Sept. 13 pretrial was set for Samuel L. Philips, 19, Park Avenue, East Palestine, charged with domestic violence for allegedly striking Joshua Baker on Wednesday.

Morgan C. Croyle, 19, North Market Street, East Palestine, was fined $150 for disorderly conduct amended from a marijuana possession citation.

Roger Kermit Higginbotham Jr., 48, Fox Avenue, Minerva, was fined $150 for no license amended from driving under suspension.

Christopher T. Guildoo, 40, West California Avenue, Sebring, was fined $150 for driving under suspension amended from driving under OVI suspension.

Timothy Pheils, 36, Canton, was fined $50 for open container.

A Sept. 27 pretrial was set for Raven Symone Rushton, 26, Youngstown, cited with use of an unauthorized plate and improper registration.
