Grand Jury

LISBON — A West Virginia man accused of being involved in harming a 4-year-old child was served a secret indictment for three counts of child endangering, three counts of permitting child abuse and one count of obstructing official business.

Jeffrey A. Jackson, 30, Follansbee, W.Va., is accused of allowing the child to be harmed on March 15, March 22 and April 3. Additionally, he allegedly hindered in an investigation to protect Heather Lavella by giving false information to Captain Darin Morgan of East Liverpool police and county Children Services Investigator Paula Beverly on April 12.

The indictment was issued by the grand jury in June.
