LISBON – In Columbiana County Municipal Court on Friday, three Wellsville residents appeared on various charges of animal cruelty, including two people from the same home.

An Oct. 7 pretrial was set for Phillip S. Stesprit, 44, Main Street, Wellsville, and an Oct. 14 pretrial was set for Kerry S. Cox, 39, Main Street, Wellsville, both cited with three counts of cruelty to animals. They are accused of leaving a pit bull mix, an English mastiff and a sharpei mix without water and with limited access to food, including having two of the dogs locked in a bedroom together with urine and feces.

An Oct. 7 pretrial was set for Melanie K. Wood, 33, Commerce Street, Wellsville, cited with three counts cruelty to animals for allegedly having both a kitten and a puppy confined in a basement without sufficient food and water, along with a deceased kitten.

Randy Hill, 53, West Main Street, New Waterford, was fined $180 for possession of marijuana, open container and a turn signal violation.

Aaron B. Wilcox, 31, Ashtabula, was fined $130 for driving under suspension and speeding.

James J. Tanner, 34, Pennsylvania Avenue, East Liverpool, was fined $100 and had his license suspended for six months for possession of marijuana.

Raymond L. Peters, 59, Duck Creek Road, Salem, was fined $50 for open container in a motor vehicle.

William D. Dinsio, 34, Woodland Avenue, Salem, was fined $20 for a barking dog.

A Sept. 25 pretrial was set for Desiree L. Ingledue, 20, Park Avenue, East Palestine, cited with obstructing official business for allegedly attempting to stop the Columbiana County Drug Task Force serving a search warrant at her home on Thursday.

A Sept. 30 pretrial was set for Brian McCaslin, 38, West Perry Street, Salem, cited with OVI first offense and tail lights violation.

An Oct. 2 pretrial was set for Anne M. Dingman, 51, Vine Street, Salem, cited with OVI first offense, driving without a valid license and failure to control.

An Oct. 7 pretrial was set for Christopher J. Hum, 42, Continental Drive, Salem, cited with passing bad checks for allegedly writing a check for $158 to the clerk of courts, which was returned for insufficient funds.

An Oct. 10 pretrial was set for Kyle E. Melott, 19, last known address state Route 164, Leetonia, charged with menacing for allegedly threatening to knock Allen Dickens to the ground, calling him expletives, making additional threats while throwing a pair of sunglasses to the ground and claiming he would break Dickens’ nose.

A driving under FRA suspension citation against Tiona Lynn Jones, 32, Columbus, was dismissed due to having a valid Florida license and an insurance error by the BMV.

MUNICIPAL

LISBON – In Columbiana County Municipal Court on Thursday, Donald E. Bandy, 72, Center Road, Homeworth, was fined $750, had his license suspended for 12 months and was sentenced to 10 days in jail for OVI second offense. A marked lanes citation was dismissed.

Brian S. Moore, 26, West North Avenue, East Palestine, was fined $900, had his license suspended for 12 months, sentenced to 10 days in jail and required 40 hours community service for OVI second offense and driving under FRA suspension. A traffic control devices violation citation was dismissed.

Heather Ann Schukert, 25, Stooksberry Road, Lisbon, fined $675, had her license suspended for six months, required 20 hours community service and sentenced to attend a three-day counseling program for OVI first offense. An unsafe vehicle citation was dismissed.

Scott G. Koonse, 45, East Washington Street, Lisbon, was fined $200 for lane violations.

Morales Salinas Desidoro, 58, Weslaco, Texas, was fined $200 for wrongful entrustment.

Jamie L. Blanchard, 33, Steubenville, was fined $200 for speeding.

Donnel Thristian Brock, 36, North Market Street, Lisbon, was credited with two days served in jail for disorderly conduct amended from assault for punching Scott Steffen in the face on Aug. 2.

Daryl A. Burkey, 24, Toronto, was fined $160 for speeding, a seat belt violation and no license amended from driving under suspension.

Ronda L. Riggs, 44, Washington Street, Salineville, was fined $150, required 30 hours community service and sentenced to one day in jail for theft for taking Long Island Iced Tea and Jack Daniels with Coke alcoholic beverages valued at nearly $15 total on March 30.

Christina L. Grosenbaugh, 47, South Street, Alliance, was fined $135 for failure to reinstate a license and speeding.

Julian Erasmo Morales, 30, Weslaco, Texas, was fined $130 for no license and speeding.

Michael Anthony Grzymala, 39, McGavern Road, Salineville, was credited with six days served in jail and fined $100 for domestic violence for threatening to hit both of his parents and ram a deputies patrol car when he arrived.

An Oct. 2 pretrial was set for Haylie L. Lipp, 19, West Martin Street, East Palestine, charged with criminal trespass for allegedly barging into the home of ex-boyfriend James C. Bollinger on Sunday and remaining there even after she was requested to leave several times.

An Oct. 2 pretrial was set for Joseph R. Newton, 36, West Lincoln Way, Minerva, cited with OVI first offense, failure to control and drug paraphernalia for allegedly having a metal spoon with heroin residue on it.

An Oct. 23 pretrial was set for Michael R. Musulin, 54, Jimtown Road, East Palestine, cited with failure to reinstate his license and speeding.

LISBON – In Columbiana County Municipal Court, Morgen James May, 18, state Route 9, Hanoverton, was fined $675, had his license suspended for six months, was required 30 hours community service and sentenced to three days in counseling for OVI first offense. A lane violation and possession of instruments to ingest/inhale controlled substances citation was dismissed.

Nicole E. Gamble, 27, East Washington Street, Lisbon, was fined $150, required 30 hours community service and sentenced to one day in jail for theft for two bottles of Colonia Club Vodka taken from the Lisbon Sparkle on May 28 and May 31.

Matthew K. Boyd, 25, Washington Avenue, Wellsville, was fined $130 for driving under suspension and speeding.

Katherine R. Beat, 26, South Cross Street, Columbiana, was fined $100, credited with one day served in jail and required 20 hours community service for obstructing official business for failing to stop for law enforcement on Dec. 18.

Justin T. Best, 34, Timber Run Road, New Waterford, was fined $100 for no license amended from driving under suspension.

A fugitive from justice charge against Benjamin A. Persohn, 33, Riley Avenue, East Liverpool, was dismissed after authorities in Beaver County, Pa., determined they did not want to extradict him on a warrant for a retail theft charge there.

Ward, 30, Park Boulevard East, East Liverpool, was credited with five days served and sentenced to 95 additional days for theft and criminal trespassing. Ward took five money bags containing about $200 from at about 2:15 a.m. July 31 at the Salem Elk’s Lodge.

Stephen W. Bell Jr., 28, East Third Street, Salem, was credited with five days served and sentenced to 60 days in jail for criminal damaging for breaking a window at an East Third Street home on Dec. 13 and then fleeing.

Brad E. Schaeffer, 44, Carrollton, was fined $150 for speeding.

Donald G. Bouscher, 70, Staunton Avenue, East Liverpool, was fined $150 for an equipment violation amended from speed.

A Sept. 16 pretrial was set for Mashella L. Richards, 44, Green Lane, East Liverpool, cited with criminal damaging for allegedly damaging the camper of Robert Thouvenin in The Threshing Floor Campground on Mattix Road, Lisbon, on May 26.

An Oct. 6 pretrial was set for Brandi L. Cope, 21, West Lincoln Way, Lisbon, cited with disorderly conduct and resisting arrest for allegedly yelling and screaming outside a home on West Lincoln Way and then pulling away from police when she refused to calm down.

MUNICIPAL

LISBON – In Columbiana County Municipal Court on Friday Rick J. Willis Jr., 24, Spring Street, Salineville, was bound over to the Columbiana County Common Pleas Court grand jury on a charge of burglary. Willis is accused of taking antique money, electronics and medication from 786 Salineville Road West on Aug. 10. Willis was sentenced to six months in jail for two counts of theft for eight batteries taken from a Norfolk Southern hub on Aug. 10.

Nicholas J. Decanio, 44, Francis Drive, Wellsville, was fined $835, had his license suspended for six months and sentenced to three days in a counseling program for OVI first offense, seat belt violation, failure to control and no license amended from driving under suspension.

Larry W. Hensley, 58, Salem Unity Road, Salem, was fined $100, required 40 hours community service, credited with eight days served and sentenced to an additional 22 days for receiving stolen property. A restitution hearing was set for Sept. 25. Hensley had T post taken from the Columbiana County Fairgrounds

Ernest F. Cameron III, 21, Pittsburgh Street, Columbiana, was fined $100 for no license amended from driving under FRA suspension.

Criminal trespassing charges against Daniel J. Slagle, 39, Canfield, and William T. Thorne, 55, Canfield, were dismissed. Each was accused of parking his vehicle on Planck Trading Solutions property on 16 School Road, Wellsville, and then driving an ATV around the property on Aug. 10.

A Sept. 2 pretrial was set for Amy L. Corak, 34, Steubenville Pike, Lisbon, cited with possessing drug abuse instruments after police reportedly responded to an apartment above My Bar for an overdose on July 19, found Corak barely breathing with a fresh track mark on her wrist and Tri-County Ambulance was able to revive her.

LISBON – A second person has been charged regarding the alleged theft of $15,176 from the Girl Scouts.

An Aug. 28 preliminary hearing and pretrial was set for Timothy R. McCourt, 31, Second Street, Bergholz, charged with theft and misuse of credit cards after allegedly using an ATM card to withdraw money from the account of the Girl Scouts of America Troop 800 of Salineville. McCourt reportedly used the money for his own personal use. Additionally, he is charged with falsification for allegedly initially giving false information to mislead Salineville Police Chief Andrew Straley.

A Sept. 23 pretrial was set for Dale C. Felger, 57, Taylor Road, Negley, charged with aggravated menacing and domestic violence for allegedly taking out his 22 long rifle on Aug. 16, threatening to shoot his wife, Bobbi Felger, and her animals and then firing a round into the air.

Shane M. Stone, 50, state Route 39, Wellsville, was fined $800, credited with six days served in jail, had his license suspended for six months and required 40 hours community service for OVI first offense and failure to reinstate a license.

Jason E. Tice, 35, West Ninth Street, East Liverpool, was fined $280, credited with six days served in jail, had his license suspended for six months and required 30 hours community service for driving under suspension, a lane violation and a crack pipe.

Floyd G. Gilmore Jr., 36, Center Street, Lisbon, was fined $150, credited with 10 days served in jail and required 30 hours community service for domestic violence after striking Dana Duffield about the head, back and arms with his fists and chasing her around the trailer with a hammer.

Jessie L. Webb, 33, McGeehan Road, Lisbon, was fined $130 for a seatbelt violation and no license amended from driving under FRA suspension.

Christopher A. Fankhauser, 28, West Line Street, Minerva, was fined $75 for open container for having a beer at the Zepernick Wildlife Area on Aug. 8.

An Aug. 28 pretrial was set for Glenn E. Bender, 38, East Rebecca Street, East Palestine, cited with violating a temporary protection order after he was reportedly found riding as a passenger in Amanda Bender’s vehicle on Wednesday despite a protection order keeping him away from her.

A Sept. 23 pretrial was set for Kenneth W. Robinson, 50, last known address Silliman Street, New Waterford, charged with violating a temporary protection order after he reportedly was looking into windows of his estranged wife’s home on July 29.

A Sept. 25 pretrial was set for Stephen R. Morris, 39, Lynchburg Road, Kensington, cited with OVI first offense, failure to control and failure to reinstate a license.

A Sept. 25 pretrial was set for Richard H. Vollnogle III, 24, Sommer Street, Leetonia, charged with OVI first offense and failure to control following a crash into a utility pole on Sunday. Additionally, Vollnogle is charged with disorderly conduct after Salem police reportedly found him walking while intoxicated on Tuesday.

A Sept. 30 pretrial was set for Michael S. Heverly, 29, Bayard Street, Homeworth, cited with physical control and open container after Salem police reportedly found him passed out behind the wheel in the drive through at Taco Bell on Aug. 15.

A Sept. 30 pretrial was set for Ashley Nicole Davis, 24, Wintersville, cited with driving under FRA suspension and speeding.

An Oct. 2 pretrial was set for Daron C. Nesbitt, 35, East Pershing Street, Salem, cited with obstructing official business for allegedly running from Salem police behind an abandoned house on Rose Avenue.

LISBON – James A. Gilbert, 52, Akron, pleaded no contest in Columbiana County Municipal Court on Wednesday to disorderly conduct amended from domestic violence. Gilbert was credited with 24 days served. Gilbert had charged at his brother, Michael Gilbert, with a hammer in an attempt to assault him on May 26. His brother had blocked the hammer strike with a table.

LISBON – In Columbiana County Municipal Court, Christopher L. Hyler, 25, Depot Road, Salem, was fined $100 and credited with 14 days served in jail, while sentenced to 106 additional days for aggravated trespassing. Hyler knocked on the door of Nicole Devine on Aug. 3 and when she answered the door, he placed his hands on her neck and threw her to the floor. He had been told on July 15 not to return to her property.

Gregory B. Weingart, 18, East Third Street, Salem, was sentenced to three days in jail, fined $400 and required 40 hours community service for underage consumption.

Amanda K. Difonzo, 24, Pittsburgh, was fined $300, had her license suspended for six months, required 30 hours community service and required to attend a three-day counseling program for speeding and reckless operation amended from OVI first offense.

Jason T. Fitzsimmons, 39, Woodville Road, Leetonia, was fined $250, required 20 hours community service and credited with a day served in jail for domestic violence for grabbing Jennifer Fitzsimmons by the hair and throwing her into a vehicle on March 31.

Dakota J. Mahon, 21, Richardson Avenue, Negley, was fined $200 and credited with seven days served in jail for theft for taking several Tornadoes from the hot roller grill at the East Palestine Circle K on July 2 and leaving the store without paying for them.

Samantha Jo Howell, 21, Irondale, was fined $160 for driving under FRA suspension, speeding and a seat belt violation.

Everhart, 36, Monroeville Heights, Salineville, charged with theft for allegedly withdrawing $15,176 illegally with a bank card from an account belonging to Girl Scouts of America to pay bills. A pretrial was set for Aug. 26 for a related falsification citation.

Clara L. Zwick, 62, West Fourth Street, Salem, was fined $800, required 40 hours community service, had her license suspended for six months and sentenced to three days in jail for OVI first offense and a turn signal violation.

Tammy L. Chestnut, 35, St. Clairsville, was fined $300, required 30 hours community service, had her license suspended for six months and required to attend a three-day counseling program for speeding and reckless operation amended from OVI first offense.

Lynn A. Brown, 54, Washington Street, Washingtonville, was fined $350, had his license suspended for six months and required 30 hours community service for driving under suspension, a lane violation and possession of drugs for clonazepam, carisoprodol and lorazepam found in a clear bag following a traffic crash on April 17.

Jacob A. Gray, 26, Jones Drive, Salem, was fined $250, had his license suspended for six months and credited with a day in jail for possession of lorazepam on Jan. 16.

Kirkpatrick, 29, Washington Street, Leetonia, was fined $200 and credited with one day served in jail for driving under suspension and obstructing official business for claiming to be Amanda Mancuso, even providing authorities with the other woman’s social security number, in order to try to hide the fact her license was under suspension.

LISBON – In Columbiana County Municipal Court, Angel L. Lake, 31, North Beaver Street, Lisbon, was fined $300, credited with nine days in jail and had her license suspended for 180 days for permitting drug abuse, possession of drugs and drug abuse. Another possession of drugs citation was dismissed. Lake reportedly had tizandine, a muscle relaxant; amoxicillin; and a syringe in her apartment on Feb. 17. She also gave Shawn Davner a syringe so he could administer heroin to himself.

Gerald A. Dipanfilo, 61, East Pershing Street, Salem, was fined $200, required 40 hours community service and sentenced to three days in jail for two counts driving under suspension.

Richard Faloba, 45, Trinity Church Road, Lisbon, was fined $200 and ordered to pay $68 in restitution to East of Chicago Pizza for passing bad check.

A possession of drugs charge against Douglas D. Austin, 30, last known address Columbus, was dismissed due to the defendant being indicted. A Sept. 15 preliminary hearing was set for Austin on a receiving stolen property charge for allegedly having a stolen ATV from Jefferson County.

Zepernick allegedly had numerous hypodermic syringes, powder narcotics and other drug paraphernalia in a plastic storage bin on a dresser in his bedroom where a child could have easily accessed them on Monday.

LISBON – Michael D. Thrasher, 18th Street Heights, Wellsville, was fined $705, had his license suspended for 180 days and was sentenced to 23 days at the Eastern Ohio Correctional Center, concurrent with the time he is spending there in connection with a felony conviction. In municipal court, Thrasher had pleaded no contest to OVI first offense, a seat belt violation and a turn signal violation.

Kenna Kay Cevelin, 42, Haiti Road, Salineville, was fined $675, had her license suspended for six months, was required 30 hours community service and sentenced to three days in counseling for OVI first offense. A turn signal citation was dismissed.

Erik C. Carlsan, 24, Salem Grange Road, Salem, was fined $250 and credited with one day in jail for persistent disorderly conduct. Charges of weapons while intoxicated and obstructing official business for allegedly running through yards on Springdale Street with a loaded AK-47 on May 6 were dismissed.

MUNICIPAL

LISBON – In Columbiana County Municipal Court Friday Robert W. Boston, 55, state Route 154, New Waterford, was fined $375, sentenced three days jail, placed on two years probation and had his driver’s license suspended 180 days for OVI and obstructed license.

Rick J. Willis Jr., 24, Spring Street, Salineville, theft case bound over to the Columbiana County Common Pleas Court. Willis is charged with allegedly using a company fuel card to sell gas at a discounted rate for which he was not entitled to, in excess of $5,000.

Joshua D. Clarkson, 38, Johnson Place, Wellsville, was fined $60 for speeding and seat belt. A Sept. 16 pretrial was set for driving under child support suspension charge.

James J. Conrad, 36, Montrose Street, East Liverpool, was fined $250, placed on two years probation and required 25 hours community service for driving under suspension.

John R. Yadie Jr., 60, West Main Street, East Palestine, was fined $20 for speeding.

Shawn Tremain, 22, McGeehan Road, Lisbon, was fined $280, placed on one year probation and required 40 hours community service for driving under suspension and seat belt.

Jennifer Austin, 38, West State Street, Salem, was fined $100 for barking dog.

Marvin W. Harsch, 25, Franklin Avenue, Salem, was fined $800, sentenced 25 days jail, placed on two years probation, required 30 hours community service and had his driver’s license suspended six months for driving under suspension/restriction, possession of drug abuse instrument, possession of drug paraphernalia, resisting arrest and persistent disorderly conduct.

Joshua L. Bable, 33, North Front Street, Negley, burglary case bound over to the Columbiana County Common Pleas Court.

Jeffrey G. Adams, 51, Pritchard Avenue, Lisbon, was fined $50 for school zone.

Andrew Duko, 23, Continental Drive, Salem, was fined $30 for turn signal. Driving under suspension charge dismissed. A Nov. 4 probation violation was set for driving under child support suspension and improper registration.

A Sept. 11 pretrial was set for Melanie K. Wood, 33, Wellsville, charged with endangering children.

A Sept. 29 status conference was set for Phillip A. Litchfield, 38, Hart Avenue, Minerva, charged with aggravated menacing.

A Sept. 4 pretrial was set for Robert L. Hays, 24, West Chestnut Street, Lisbon, charged with driving under FRA suspension.

A Sept. 16 pretrial was set for Lewis D. Almy, 24, Steubenville Pike, Lisbon, charged with OVI third offense, driving under FRA suspension, failure to control and seat belt.

An Aug. 7 pretrial was set for Laura C. Blake, 47, East Third Street, Salem, charged with disorderly conduct.

Municipal

LISBON – In Columbiana County Municipal Court on Thursday, three men accused of selling gasoline at a half-priced rate utilizing a credit card they did not have permission to use were all bound over to the grand jury each on a theft charge.

Jason E. Harris, 28, Cusick Road, Lisbon; Shane A. Harris, 32, Martins Ferry; and Rick J. Willis Jr., 24, Spring Street, Salineville, each waived his right to a preliminary hearing. Each is charged with theft. Additionally, an Oct. 30 pretrial was set for each man on a charge of misuse of a credit card.

An Aug. 7 preliminary hearing was set for Douglas D. Austin Jr., 30, Columbus, charged with receiving stolen property for an ATV and possession of drugs for more than 10 grams, but less than 20 grams of cocaine allegedly found in his bedroom on Jan. 31.

Robert E. Burge, 50, North Lincoln Avenue, Salem, was bound over to the grand jury on a charge of possession of drugs for allegedly having methamphetamines when he was found in Centennial Park at 12:41 a.m. June 20.

Nicole R. Thompson, 38, Cedar Street, Lisbon, was fined $725, had her license suspended for six months, required 30 hours community service and ordered to attend a three-day counseling program for OVI first offense and failure to control.

Amanda M. Fitzgerald, 34, Mineral Ridge, was fined $675, had her license suspended for six months, required 30 hours community service and required to attend a three-day counseling program for physical control amended from OVI first offense.

Marvin W. Harsh, 25, Columbus, was fined $400, had his license suspended for six months, required 30 hours community service and credited with 15 days in jail for driving under suspension, drug abuse instrument and possession of drug paraphernalia for a spoon and a syringe on Jan. 18.

Tracey Marie Bowser, 34, Sharp Street, Salem, was fined $200, required 30 hours community service and credited with one day served for disorderly conduct amended from domestic violence for shoving Jamie Phillips and striking him in the chest on April 6.

Corbin E. Arden, 23, North Main Street, Minerva, was fined $180 for hit skip and lane violations.

Joshua B. Petersen, 24, Aetna Street, Salem, was fined $150 and credited with eight days served for unauthorized use of a motor vehicle.

Julia Landon, 23, U.S. Route 62, Salem, was fined $100 and required 10 hours community service for driving under suspension.

Marchello Stokes, 28, Youngstown, was fined $100 and required 10 hours community service for driving under suspension.

Andrew J. Duko, 23, South Union Avenue, Salem, was fined $30 for a turn signal violation. A driving under suspension citation was dismissed after it was found the suspension was in error.

Carl D. Morris, 58, Broadway, Wellsville, pleaded no contest to menacing for threatening to chop off the head Thomas Barton for doing drugs in the house on Tuesday. Sentencing was set for Aug. 4.

A driving under FRA suspension and seat belt citation against Sonya E. Barker, 22, Arch Avenue, Alliance, was dismissed after it was learned her sister allegedly gave false information to police claiming to be her.

An Aug. 18 pretrial was set for Lynn A. Brown, 54, Washington Street, Washingtonville, cited with possession of drugs for allegedly having one clozepam, seven carisoprodol and 13 lorazepam in a clear baggie in her vehicle on April 17.

An Aug. 28 pretrial was set for Angela M. Mullet, 49, West Fourth Street, Salem, cited with disorderly conduct for allegedly continuously swearing and screaming at her neighbors while police were at her home for a report of a barking dog and dog at large.

A Sept. 4 pretrial was set for Jacob R. Willison, 32, North Canton, cited with OVI second offense, OVI refusal with a prior conviction within 20 years, driving under suspension and speeding.

A Sept. 4 pretrial was set for Lisa K. Duvall, 42, Monroe Avenue, Salem, cited with OVI first offense and lane violations.

A Sept. 11 pretrial was set for Mary K. Barker, 21, Township Road 456, Irondale, cited with assault for allegedly striking Jessica Conger in the back of the neck.

A Sept. 15 pretrial was set for Courtney M. Eberly, 28, South Lincoln Avenue, Alliance, cited with driving under FRA suspension and public safety vehicle right of way after allegedly crashing into a Salem police cruiser traveling with lights and sirens behind another Salem police cruiser in the intersection of State Street and Lincoln Avenue.
